I find it very disconcerting that a book submitted for review to a member of the NBCC award review board should be found for sale and unread on amazon.com before any other copies of the book are ever sold.

Is it coincidence that the review copy was sent to a board member in NY (the only copy sent to NY) and the used copy on amazon.com is being shipped from NY.
It is very disturbing that an organization that claims integrity in the industry should harbor people of uncertain intent.
I believe if copies submitted to board member for review are not read or reviewed, the said copy should be returned to the author or destroyed. I have copied and pasted the amazon.com used book listing;
